To build a four wheeled vehicle powered by entirely one or two self-contained rubber bands. The vehicle may not be more than .30 meters long. The vehicle mus travel and stop exactly 2.5 meters away from the starting line.
I cannot use the rubber band to shoot the vehicle forward or push it, but use the rubber bands to wind the car up.
The wheels must be constructed
I cannot use any devices, kits or toys that were designed for rubber band powered machines.

Travelling and stopping exactly 2.5m from the starting line sounds likes the hardest part. For that, you probably need some internal measuring device. I’d suggest a string cut to that length that is unwound off one spool and wound onto another (perhaps the front and back axles). If you use the axles to wind the rubber bands as well, you can get them to store the energy needed to propel the car. You will need to keep the car light enough that the stored energy in the rubber bands is enough to propel the car over that distance. That’s about it.
