possibly a solar panel pumping water into a higher water storage tower during the day !!!?</description>

Unfortunately, to get the weight into the bottom of the water (even with a perfect and frictionless valve and no pressure loss) you will have to displace all of the water upwards (the water level rises when you put something in the bottom) and lifting the water will take more power than the buoyancy can generate.
